“Brighton and Hove’s City Council’s Licensing Department yesterday, commenced a consultation to ask whether Central Hove should be included in their Special Stress Area Policy, making it more difficult to open new licensed premises or to vary existing premises licenses in that area. They are also consulting on whether the closing times of café bars on new licence applications in Brighton and Hove should be moved from 11.30pm to earlier in the evening and whether café bars should be called cafes to remove them from the current benefits café bars have under the policy.”
